When the initial 14-day SoE and lock down due to Covid-19 ended, the government extended the SoE by a further two months starting 2nd April 2020. The Social Partners in a continued effort to maintain industrial harmony at the workplace signed a Second Joint Communique that came into force on 22 April 2020. In the second communique, the Emergency Controller and Commissioner of Police David Manning in recognizing the importance of the understanding endorsed the agreement by signing off on it.
